More than half of 250 employers surveyed in Washington had little or no knowledge of government employment-incentive programs; among those who did know of the programs there was a somewhat positive base of opinion, but there were many strong and vocal critics. The survey was the needs assessment phase of the Private Sector Involvement Project, a Comprehensive Employment and Training Act (CETA) funded program to increase the number of private sector jobs available to unemployed persons. The survey also showed that employers want job developers (government placement personnel) who contact them to be better trained, to cooperate among themselves, and to use better written information. Collateral data from the public placement agencies disclosed that job developers want more understanding of private industry, and training in communication techniques, job development, and labor market analysis, and more communication with employers. Additional survey findings were that many job applicants sent to employers were unqualified, and that more small than large businesses found the agency services unsatisfactory or nonexistent.
