The CETA Program in Des Moines.

The Comprehensive Employment Training Act (CETA) program in Des Moines, Iowa, is analyzed in this report in light of its value for minorities, the economically disadvantaged, and people with little formal education. The history, purpose, organization, and administration of the program are outlined. Eligibility requirements for and availability of CETA training and job opportunities to women and minorities are discussed. Problems of Federal and local support, program administration, and community involvement are detailed. Fourteen charts included in the report substantiate the findings that further equal opportunity must be provided through the program for poorly educated minorities and women. (WI)
