Section II covers the final report of the National Conference on the Institutional Maltreatment of Children (June 1977). In section III excerpts from the Human Ecology Forum are given, including, "Viewpoint--Institutions are Abusive", "Our Children's Keepers--Institutions in an Abusive Society", "Wordsworth--Rachel Won't Be Going Home", among others. Section IV contains excerpts from the draft of Federal Standards for Child Abuse and Neglect Prevention and Treatment Programs and Projects, mandated by Public Law 93-247.
