The 1984 Carl D. Perkins Vocational Education Act provides federal funds to states to develop quality vocational education programs in job training, retraining, and skills upgrading, to assure equal access to programs, to assist economically depressed areas to raise employment and occupational competencies, and to promote greater cooperation between public agencies and the private sector. In 1990-91, California will receive an estimated $79,368,578 under the act's provisions; 53.9% of the grant will be retained by the State Department of Education for use at the secondary level and 46.1% will be available for distribution by the Chancellor's Office of the California Community Colleges. Over 85% of the community college funds will be allocated directly to the districts for programs for handicapped, disadvantaged, and limited English proficient individuals; adults in need of training; single parents and homemakers; gender equity programs; program improvement; consumer and homemaker education; and consumer and homemaker education in economically depressed areas. The remainder of the grant will be used for special projects and state operations. Appendixes provide tables on the division and recommended distribution of federal vocational education funds for 1990-91, and data and procedures used for calculating allocations to districts in nine funding categories.
