Vocational-Technical Education. Preparing North Dakota's At-Risk Populations for Competitive Employment for the 1990s and Beyond. An Evaluation Report.

North Dakota's vocational-technical education (VTE) system was evaluated in order to determine (1) the effectiveness and adequacy of the delivery system in carrying out the purposes of the Carl D. Perkins Vocational Education Act and the Job Training Partnership Act (JTPA) and (2) the effectiveness and adequacy of the coordination between the two acts. For each of these purposes, the following elements were evaluated: accessibility for special populations to VTE; cooperation and involvement of the private sector in VTE; accessibility for JTPA clients with serious barriers to employment; influencing effects of JTPA performance standards in serving clients with serious barriers to employment; effects of JTPA/VTE coordination on local education agencies; and overall effects on JTPA/VTE coordination. Ten recommendations for improvement in implementation and coordination of the acts were made, and 10 programs or agencies were commended for exemplary projects. (KC)
