This document contains guidelines, procedures, and administrative requirements based on the regulations, assurances, and certifications in the South Carolina Three-Year State Plan for Vocational-Technical Education as adopted by the State Board of Education. The guide contains an introduction (section I) and seven main sections. Section II presents an overview of legislation, including the Education Improvement Act and the Carl D. Perkins Vocational Education Act of 1984. Section III explains the organization and governance of vocational-technical education in South Carolina, with information on the State Board of Education, the Office of Vocational Education, and local administration. Details of the state administration of vocational education are spelled out in section IV, which outlines general administrative provisions and financial management.
