The United States Supreme Court, in a unanimous decision, ruled that separate but equal was no longer an acceptable practice in education for students in "Brown v. Board of Education, Topeka, Kansas." Across the country, school leaders grappled with the implementation of integration, andin more portions of the country, especially in the Deep South, integration would be a slow and often tumultuous process for African Americans fighting for their rights. This study investigates one school system's effort to develop a "Freedom of Choice" initiative to desegregate the schools and focuses on the perceived factors that hindered the process.
