Reported here are the continuing hearings on H.R. 15 (a bill to extend for five years certain elementary and secondary education programs and the Adult Education Act) which examine the accomplishments and problems of the Adult Education Act since it was last amended in 1976. One-half of the content consists of the testimony, statements, and supplementary materials of four witnesses: Paul V. Delker, Director, Division of Adult Education, U.S. Office of Education; Gary A. Eyre, Executive Director, National Advisory Council on Adult Education; William L. Flowers, Jr., associate dean, Extension Division, Virginia Polytech and State University; and Curtis Ulmer, president, National Association for Public Continuing and Adult Education. An appendix comprises the second half of this report and includes the Adult Education Act as amended through 1976; regulations regarding state adult education programs from the Federal Register, April 23, 1975; selected statistics of adult education state grant programs aggregate United States, fiscal years 1965-75; program funding history; adult education state allocation tables for fiscal years 1971-77; adult education state allocations; adult education program completions; number of personnel receiving training in adult education programs by fiscal year; adult education participants, separations, achievements and performance levels, 1975; adult education participants, achievements and separations, 1976; and a summary of the Adult Performance Level (APL) project.
