Reviews concept of equal opportunity to learn over time as related to school finance systems. Funding structures must be redesigned and linked to aligned education policy aimed at high-quality education for all children. Curriculum improvements and finance reforms work more effectively together than either would alone. Coordinating education policies with finance systems and community services would extend reforms through collaboration. (MLH)
