As part of an ongoing effort to monitor the desegregation implementation of the Chicago (Illinois) Public Schools, a study was done to evaluate the participation of Core Planning Teams (CPTs) in 28 Phase II schools in the CANAL training project at the beginning of the third year of Project CANAL in the fall of 1990. Project CANAL provided five days of training to initiate CPTs to school-based management and shared decision-making. The study evaluated attendance and found that: (1) one school did not participate in the first and third day of the 5-day program; (2) five schools did not participate on Day 2; and (3) all 28 schools participated in the fourth and fifth days. Data also indicate the following: (1) principals were likely to be absent; (2) teachers were most likely to attend, with larger numbers being absent on the fourth and fifth days; (3) students were not likely to attend, with over 70 percent absent from the five training days; (4) teachers representing the Professional Personnel Advisory Council attended faithfully; (5) ancillary staff and parents were frequently absent; (6) only a third of the community members attended the first 2 days; (7) in no case did even half the local school council chairs attend, and (8) on Day 1 about a third of the LSC representatives were absent.
