This paper provides a state-by-state overview of the 1999 legislative sessions. It includes a comparative analysis of state school-finance legislation from 1994 through 1999, and offers the results of an analysis that examined established and emergent trends. It claims that in 1999, 563 bills on school-finance legislation were passed and signed into law. To facilitate comparisons for this analysis, finance bills are divided into 16 categories, such as state aid to elementary and secondary education and study committees of state education funding systems. A table of information, that includes the name of the state, a summary of legislation, and a bill number, is provided for each category of educational funding. The number of bills passed eclipsed earlier years and extended an overall trend of increasing levels of legislative activity since 1994. The volume of bills indicates that state legislators' awareness of education funding has increased. Although these lawmakers frequently subscribe to a regional view, looking to legislative trends in neighboring states, they are also aware of national trends. Some notable trends in education funding are concerned with educational technology funding, school infrastructure funding, charter-school funding, and student-achievement funding. A review of the bills indicates increasing interest in funding teacher quality and early-childhood education. (RJM)
