A Competency Based Teacher Certification System.

The development of a Competency Based Teacher Certification System is a cooperative effort of the Carroll County System and the School of Education, West Georgia College, supported by a grant from the Georgia State Department of Education. As a step toward solving the problem of recertifying teachers who possess basic credentials and have taught for two or more years, it proposes to develop a plan for identifying and measuring teacher competency areas and related teacher behaviors, and to assess the extent to which these teacher behaviors affect student outcomes as well as the extent to which they relate to the school goals and objectives. Five observation instruments are used in the study: Coping Analysis Schedule for Educational Setting (CASES). Spaulding Teacher Activity rating schedule (STARS), Observation Schedule and Record, form 5, Verbal (OScAR 5V),Florida Classroom Climate and Control System (FLACCS), and Teacher Practices Observation Record (TPOR). The study also includes three training programs for 43 of the 1974-75 observers. (Author/RC)
