The president of The Carnegie Foundation for the Advancement of Teaching applauds the push for educational excellence but believes local school personnel are too rarely considered in the reform process. The contribution of American teachers needs to be recognized and reaffirmed. A federally funded teacher enrichment program that offers fellowships, summer institutes, recruitment opportunities and scholarships for those working with at-risk students is suggested. (DG)

A former Secretary of Education recommends that the new secretary present a larger focus for education and a sharply focused program to back it up, considering increased funding and new initiatives for disadvantaged children, facilities improvement, increased support and recognition for teachers at all levels, and better research funding.
