Examination of three alternative modes of vocational training for skilled trades in Zimbabwe revealed that on-the-job craft apprenticeships were considerably more cost effective and resulted in a higher rate of employment than either school-based training or preemployment training in vocational training centers. The adversarial relationship between employers and the government is discussed. (SV)
