This facilitator training guide, part of a series of 18 components, describes the needs assessment process as an essential feature of successful rural career guidance program planning. It is designed to provide participants with the skills necessary to conduct a local needs assessment and to identify student needs for career guidance programming. Contents are based on the handbook entitled "Career Development Needs Assessment." After a short introduction to the module, the steps involved in conducting a needs assessment are presented: stating goals, ranking goals, stating subgoals, ranking subgoals, measuring student performance, comparing achievement with desired performance, and ranking needs. Facilitator directions for conducting a laboratory session to provide participants with concrete experience in all phases of the needs assessment process are detailed. Participant materials included in the module are a planning committee assessment checklist, sample general goal valuation questionnaire, sample subgoal valuation questionnaire, sample student career development performance questionnaire, priorities questionnaire, and module-specific evaluation questionnaire.
