Enrollment decline raises questions about decision-making in school systems and about the kinds of solutions to problems that arise. According to this paper, one of two related documents, policymakers, educators, and community members need to be aware of the hidden costs and concerns resulting from different solutions. It addresses questions of costs in terms of sacrificing school size, equity, and quality. The paper concludes that options exist, but each option has different costs and benefits associated with it.
