Transformation in Higher Education

The Indian higher education system is facing an unprecedented transformation in the coming decade. This transformation is being driven by economic and demographic change: by 2020, India will be the world's third largest economy, with a correspondingly rapid growth in the size of its middle classes. The three central pillars of the government's plans for education reflect the realities: expansion, equity and excellence. Over the next five years, every aspect of higher education will be reorganized and remodelled: funding, leadership and management, quality assurance, accountability, relationships with industry, international collaboration and the way teaching and research are conducted. Emphasis will be placed on strengthening existing institutions. Inarguably the biggest reform in the governance and funding of state universities, an ambitious programme is underway to devolve authority and budgets for higher education from federal government to the state governments. As we enter the twenty-first century, we face the uncertainty of the changes that mark our transformation from the Industrial Age to the Information Age. How we meet the challenges of that transformation will determine our ability to succeed in the new age. Transformation in Higher Education is nothing less than the positive and purposeful transformation of every individual who is involved in education. The Transformation of Education is really about transforming ourselves -- encouraging our own growth as well as our awareness of our growth. This is not an all-or-nothing proposition, nor is it something that can be accomplished quickly. It is a continuing process, this shifting from past to future this moving and improving. This book offers an international and comparative view on transformation in higher education, ranging from policies to practices, mainly based on research results and empirical evidence, aiming at questioning the concept and its uses which are not only social constructions but also political ones. Far from being a neutral or technical concept, transformation is heavily infused with values which must be traced, analysed and made critical to understand its impacts, backlashes and unintended outcomes on higher education systems, institutions, academics and students. The book is addressed to an international audience and in particular to higher education scholars and professionals. Those who are involved in higher education assessment, members of professional bodies and organizations in the higher education field, students in education, but also policy makers and the public opinion at large will profit from the works of a selected group of scholars coming from a variety of countries. A sense of disquietude seems ever present when discussing new digital practices. The transformations incurred through these can be profound, troublesome in nature and far-reaching.
