This publication provides detailed guidelines on how libraries and library associations can begin the process of lobbying in the state capital for funding or legislation. The first of three major sections covers how to use the legislative process, how to develop a government relations program, and how to select public relations tools. The second section focuses on the legislative and lobbying efforts of library groups in the 50 states, while the third provides examples of various types of printed materials that can be used to further state legislative campaigns. Also included in this section is a listing of state aid awarded to public libraries in 1983-84 expressed in dollars per capita. (MAB)
