Effective systems of integrated, sequential, and systematic programming strategies at the state and local level are required to meet the needs of at-risk youth. The following six papers included in this compilation describe effective programs and practices that can be implemented in the local community, at the school district level, and in the public policy arena: (1) "Mobilizing Resources Within the Schools to Serve Children At-Risk" (E. T. Joyner) emphasizes changing the personal interactions and social climate of a school; (2) "Mobilizing Local Coalitions and Collaborations to Better Serve Children At-Risk" (O. Heleen and F. T. Miller) emphasizes a community-based approach to working with at-risk children and their families; (3) "Mobilizing Parents to Better Serve Children At-Risk" (M. J. Willis) emphasizes the importance of parent involvement; (4) "Mobilizing Academic Resources to Better Serve Children At-Risk" (G. A. Smith) emphasizes school strategies to overcome student alienation and disengagement; (5) "Mobilizing the Public to Serve Children At-Risk" (B. L. White) emphasizes the public relations needed to support school improvement programs; and (6) "Mobilizing State Level Systems to Serve Children At-Risk" (R. H DeLone and J. Rodenstein) emphasizes the leadership role of state governments. Five charts are included and most papers also include lists of references. (FMW)
