Adapting to Changes in California's English Learner Population. Policy Brief

This brief provides findings from the full report, "Adapting to Changes in California's English Learner Population," which examines how the size and composition of the English Learner (EL) population has changed and whether services, program offerings, and learning trajectories have evolved in response to these changes. Key findings include: (1) the mix of EL students is changing but still dominated by U.S.-born Spanish speakers; (2) declines in the multilingual population have been steep, with enrollment for ELs now 15 percent lower than in 2015; (3) the share of English Learners reclassified as proficient still lags; and (4) almost a third of families do not have translation services at their schools. Recommendations are provided to policymakers and districts to improve efforts to identify and support English Learners.
