This paper proposes a model for a neighborhood program to help enough low-income individuals improve their employment and financial standing so that the impacts are meaningful at a neighborhood scale. Section I describes the project. Section II explains why neighborhood-focused employment programs are an important part of the solution for neighborhoods with concentrated poverty. Section III describes these six components of the model: (1) outreach/recruitment; (2) individualized career planning via career advisors; (3) income enhancement via financial advisors; (4) job readiness and retention support groups; (5) employment center with resource room; and (6) access to training programs and other employment resources. Section IV describes nine implementation steps: define the neighborhood; conduct a neighborhood assessment; set goals based on neighborhood need; determine program components for resident subgroups; compile a city-wide inventory of workforce development resources; determine the organizational structure of the neighborhood employment program; locate the employment center; hire staff; and implement a tracking system. Section V considers these questions of feasibility: Can the model attain outcomes needed to make a meaningful impact on neighborhood employment? What will it cost to implement? Is it possible to fund the model? Section VI concludes that this strategy opens up new options for individuals and also expands the possibilities for all residents of a disadvantaged place.
