This book is about an approach to curriculum development and evaluation in which teachers and students worked with parents, local communities, politicians, and a major international organization, to carry out research and bring about improvements. The participants were part of the Environment and Schools Initiative (ENSI), a major international curriculum development program sponsored by the Centre for Educational Research and Innovation of the Organisation for Economic Co-operation and Development. A particular evaluation methodology grounded in the need to understand the relationship between individual action and political and social systems, and an overview of the work of the ENSI program are presented. A collection of articles and essays comprise 11 chapters on the following topics: (1) the study "Environment and School Initiatives"; (2) developing community-focused environmental education through action-research; (3) networking in environmental education; (4) evaluating the outcomes of environment and school initiatives; (5) values, power and strategy in evaluating design, some preliminary considerations; (6) evaluating action-research projects; (7) the content of program evaluation; (8) the conduct of evaluation; (9) interviewing in case study evaluation; (10) making the most of judgment data; and (11) reporting evaluations. Chapters 5 through 11 present perspectives from the Cromer Conference held June 6-12, 1991 in Norfolk, England, United Kingdom. (LZ)
