Evaluation for Development Education: An Introduction.

This handbook outlines a 10-stage approach to conducting evaluations of development education programs. The introducation addresses concerns of the development education community, including the need for a defensible concept of evaluation and for evaluation guidelines for nonprofessional evaluators. Stage 1, "Identifying the Stakeholders," describes the roles of those in a development education program. Stage 2, "Determining the Stake," has three phases: solicitation of program concerns from stakeholders, sorting of concerns, and selection of concerns that will guide evaluation. Stage 3, "Spelling out the Evaluation Mandate," briefly describes the set of instructions given to the evaluator for direction. Stage 4, "Picking the Team," discusses who should conduct the evaluation. Stage 5, "Formulating the Design," outlines four aspects of each evaluation aim, which comprise the evaluation design: standards, evidence, sources, and methodology. Ten tables present data collection measures and other design methods. Stage 6, "Constructing the Instruments," offers recommendations for data-gathering measures. Stage 7, "Collecting the Data," considers the representativeness of results in relation to reporting rate and information reliability. Stage 8, "Tabulation and Interpretation," outlines methods of displaying information and drawing inferences. Stage 9, "Reporting," gives a sample outline of the formal report, and stage 10, "Utilization of Results," recommends inclusion of follow-up provisions. Fifteen references are appended. (CJH)
