Third Grade Summer Reading Camps, 2024 Evaluation

The fundamental goal of the Third Grade Summer Reading Camp program in 2024 was to bolster the reading skills of struggling third grade students and to prepare them to demonstrate mastery of state standards needed to be promoted to the fourth grade. The Office of Program Evaluation undertook an evaluation to gauge whether students who completed the program in summer 2024 exhibited improved performance on the summer alternative assessment when compared to a comparison group of non-participating students. The computer-adaptive FAST ELA PM3 test administered in May 2024 served as the pretest. The summer alternative assessment, the "Iowa Tests of Basic Skills," Reading Comprehension, offered to students at the end of the Reading Camps, served as the posttest. Administrators and teachers from most schools rated the four major dimensions of implementation (planning, transportation, instructional materials/supplies, and curriculum) as adequate and the curricular program as effective, with the vast majority agreeing that it should continue in its present form. Separate analyses of program dosage for the instructional (whole class and small group) and test preparation components of the program found over 70% of the schools operated all three components as specified by program guidelines. This finding should be considered when assessing observed programmatic effects. Overall, 15.9%, or 321 of the 2,017 students who participated in the "Iowa Tests of Basic Skills," Reading Comprehension, which served as the Alternative Assessment for Grade Three Promotion (AAGTP), passed the assessment, thereby meeting or exceeding the criteria for promotion to fourth grade.
