The developer of the Comprehensive Tests of Basic Skills scaling responds to Hoover's attacks on Thurstone and item response theory scales (TM 510 173). Tomsic, Margie L.; And Others – 1987
Extended caution indices (ECI) specify the degree of confidence that can be placed in an individual's test score by analyzing patterns of item response. Among the most promising of such indices are the standardized ECIs. Contrary to the literature, several instances were found, in a previous study, of nonnormal distributions of ECIs with samples…

Peer reviewedHoover, H. D. – Educational Measurement: Issues and Practice, 1984
Grade equivalent (GE) scores for elementary school achievement tests are defended in response to efforts to ban their use. Equal interval developmental scoring methods for the Sequential Tests of Educational Progress and the Comprehensive Tests of Basic Skills are criticized. (BS)

Li, Yuan H. – 2001
The primary objective of this study was to examine the construct validity of two multiple-content testing programs, the multiple-choice Comprehensive Tests of Basic Skills (CTBS/5) and the performance-based Maryland School Performance Assessment Program (MSPAP), by evaluating the true-score longitudinal associations among multiple-content scores…

The 1993-94 school year was a transition year for the Nevada Proficiency Examination program in that it marked the year in which proficiency examinations were first mandated for grades 4, 8, and 11. Because the change from assessment at grades 3, 6, 9, and 12 would leave one class untested between grades 6 and 11, a requirement was passed for…

The Comprehensive Test of Basic Skills (CTBS) was administered to over 200 third graders to investigate the effects of using consumable test booklets versus non-consumable booklets which require a separate answer sheet. Test anxiety scores from a 15-item internally consistent instrument were correlated with performance on an aggregate science test administered to 171 fourth- and 187 eight-grade students subdivided by sex and race. The interpretation of data possibly suggest that test anxiety is operating differentially for black and white students. (Author/PN)

Standardized test results are skewed by family socioeconomic status. Until top-down, corporate-style testing is eliminated, genuine reforms like cooperative learning and multi-age classrooms will be doomed. Citizens should learn about local tests, talk to neighbors, speak out at school board meetings, write legislators, and challenge proponents to…
