Digital Inclusion as a Macroeconomic Mechanism for Solving the Problem of Higher Education in Russia in the Context of the Large-Scale Process of Internationalization of Universities
Education in the Asia-Pacific Region: Issues, Concerns and Prospects
This paper elaborates on the concept of digital inclusion, which is implemented by Russian universities in the conditions of internationalization of higher education. Digital inclusion is considered a factor in an increase in social inclusion, which is combined with digital communications and expands the circle of persons involved in higher education, ensuring the achievement of a range of macroeconomic effects. The methodology of this research is based on the interdisciplinary and systemic approaches, which cover the theoretical basis and practical aspects of pedagogical, sociological, psychological, economic, and management disciplines and are implemented through the use of the methods of critical, retrospective and reflexive analysis, synthesis, and methods of generalisation, comparison, etc. It was revealed that the notion of digital inclusion does not have a unified treatment in scientific literature, but it has a large potential, which goes beyond the limits of working only with vulnerable groups of the population. It was determined that such an approach is combined well with the concept of internationalization of education, in particular, the programme of export of educational services. Appearance of digital inclusion in the environment of internationalization, combined with the trends of globalisation and digitalisation, ensures not only the resolution of microeconomic problems of higher education establishments but also the achievement of a range of macroeconomic effects, aimed at an increase in the level of intellectual capital of the country, dealing with the situation of social support, and improvement of the level of student's motivation for studying.
